    The odd part is the timing was spot on before I removed my old carb. I drove my car prior.

    and yes the throttle return spring is installed correctly. could it be an iac sensor issue?

    Close the throttle blades to 1/2 turn open, 1.5 is clearly too much.
    There aren't "mixture screws", as you have mentioned.
